Without baffles you must keep vents clear of insulation which means the space around the vent typically receives no blanket of protection.
My attic does not have baffles.
Manufacturers make baffles in 14 1 2 as well as 22 1 2.
The answer is rafter venting.

Not sure i follow this but it sounds like you have two vents in the gable ends of the attic and three box type roof vents.

Could it make sense to do site built baffles rigid foam all the way up my rafter bay from the soffit to the roof line so the rafter cavity is enclosed with 2 in gap for air flow of course and then run duct from each rafter bay to the attic.
